“Public Hospital’s Reform and Development Forum 2011” was held at Tongji Medical School

“Public Hospitals’ Reform and Development Forum 2011” was held by School of Medicine and Health Management of HUST on October 16th, and it was held at Academic Report Hall of Tongji Medical School. The aim of this forum is to discuss and research the challenges and difficulties the Chinese public hospitals’ reform is meeting and to set up a communicating and cooperative platform for the public hospital reform theory and practice, especially in the most important year during 2009-2011 reform period.

People who attended this forum were : Gao Weizhong, deputy secretary of Health Policy and Regulations Department of MOH; Ge Yanfeng, minister of the Social Development department of State Council Development Research Center; Doctor Sarah Barber, senior official of WHO Representative Office; Ruan Xiaoming, deputy inspector of Hubei Provincial Health Bureau and director of Medical Reform Office of Hubei; luo Lexuan, director of Medical Reform Office and vice director of Health and Population and Family Planning Commission; Professor Zhu Shijun, former director of Liberation Army General Hospital ;Ma Anning, deputy secretary of the Communist Party Committee of Weifang Medical University; Doctor Christopher Scarf, an Australian expert of Public Health and Health Service Management; Dong Shengli, manager of CAHHF and IMS corporation; Han Dehui, dean of China Medical Health Information College; Liu Li, vice director of Medical Reform Office and Chief of Guangxi Zhuang Autonomous Region in Maternal and Child Health Department; Zhang Lihong, an editor of Chinese Hospital Management Magazine; Teng Baijun, chief editor of Chinese Health Economic Magazine; Xue Lei, associate professor of Enterprise Strategy and Policies Department of Management College of Tsinghua University; besides, representatives from 23 public hospitals pilot reform units in Hubei and teachers as well as students form SMHM showed up in this meeting .

The opening ceremony was under the host of Huang Shijian, the secretary of SMHM; the dean of SMHM---Professor Zhang liang on behalf of SMHM addressed the salutatory to warmly welcome the leaders and experts’ participation and gave the best wishes to the forum.

The forum lasted a whole day. In the morning , it was hosted by professor Yao Lan from SMHM, and expert Gao , Professor Ge, Doctor Sarah Barber and expert Luo delivered the reports separately focusing on “The Progress as Well as Challenges and Prospects of Chinese Medical and Health System Reform”, “The Nature and Solutions of Public Hospitals’ Reform”, “Reform Experiences from International Public Hospitals”, “Reform Practice of Shenzhen Public Hospitals”, Which elaborated the essence of public hospitals’ reform from different perspectives, macro and micro, domestic and foreign, theoretical and practical; and analyzed present problems that public hospitals remain unchanged; besides, they also put forward that the reform of public hospitals should be carefully classified and promoted step by step , combining strong investment on grassroots system construction.

In the afternoon, the meeting was held by professor Zhu. Doctor Christopher Scarf introduced Australia experience of the public hospitals’ reform through his report “The Australian Hospital System--- A brief overview”; Lin Feng, director and deputy secretary of Zhenjiang Health Bureau and Secretary Ma reported “Three Basic Issues of Chinese Medical Reform” and “Evaluation of Public Hospitals’ Management System Reform” one after another; then, deputy inspector Ruan introduced the progress and challenges as well as prospective of medical reform in Hubei; at last, professor Yao gave the lecture about “Research on the Public Hospital Compensation Mechanism”. At first, she summarized the advantages and disadvantages of different methods of public hospitals compensation, then after comparing five different kinds of international payments models, she proposed that on one hand, we should improve financial funds through government compensation to transit to “fee for disease/DRG” payment, on the other hand, the medical insurance should reform at the same time financed based on the total amount of the budget.

In the end, all the participants had a fervent discussion on the issues of public hospitals’ reform, at 5 o’ clock, the forum was ended successfully in a relaxed and rigorous atmosphere.
